Thoughts on the Practice of Rural Homestead System Reform in Jinzhai County

Based on the investigation of the present situation of rural homestead utilization in Jinzhai County, Anhui Province, it is found that there are many prominent problems, such as serious idle situation of homestead, excess of homestead per household, difficult supervision of implicit transfer and so on. Therefore, combined with the practice of rural homestead system reform in Jinzhai County, this paper proposes that under the premise of ensuring the legitimate rights and interests of farmers, the withdrawal of rural homestead should fully respect the wishes of farmers, standardize the withdrawal process, implement differential disposals of the phenomenon of over occupation of homestead, orderly promote the "three rights division" of rural homestead, and establish and improve the withdrawal mechanism of rural homestead.
