Research on the Measurement and Path Evolution of Science and Technology Innovation Efficiency in Universities in Anhui Province——Qualitative comparative analysis based on multiple time periods

  • Based on the technology input-output data of 29 public universities in Anhui province from 2010 to 2017, a three-stage DEA model is used to analyze the technical efficiency, pure technical efficiency, and scale efficiency of 29 universities in Anhui province. Research has found that:(1) there are differences in the calculation results between the first stage of DEA and the third stage of DEA. The technical efficiency and pure technical efficiency of universities in Anhui province have been improved, and the selected environmental variables have an impact on the efficiency of scientific and technological innovation in universities in Anhui province; (2) Different from the previous adjustment, the order of regional mean after adjustment is:Central Anhui (0.67) > North Anhui (0.606) > South Anhui (0.532); (3) Most universities are in the declining stage of returns to scale, and optimizing innovation investment can improve the efficiency of scientific and technological innovation in universities. Multiple time period qualitative comparative analysis found that before 2012, scientific and technological innovation in universities is dominated by financial support, while after 2012, it is driven by industrial structure spillovers.
