The Path of Rule of Law on the Orderly Flow of High-Level Talents in Universities

  • Under the background of the implementation and expansion of autonomy in running a university, with the deepening of the “Double First Class” construction, the disorderly flow of talents has intensified. Exploring the theory of talent mobility, based on the drive of interests, when the thrust and pull of talent mobility are imbalanced, universities as the outflows of talent will fall into a passive position in this comprehensive game. In the current era of deepening the comprehensive framework for promoting the rule of law, based on the guidance of “leveraging the rule of law to solidify the foundation, stabilize expectations, and ensure benefits”, we will construct a mechanism for predicting, fair, equal, and harmonious talent mobility from the perspectives of laws, regulations, and personnel management. This will promote the orderly flow of talent and promote the high-quality development of higher education.
