"Unification of zones and enterprises" is a management mode that most development zones have adopted in Ma'anshan, and under this mode, development zones actively innovated some internal operation mechanisms. The current systems and mechanisms have problems in developing in a suited way in terms of scope of authority and job requirements, mechanisms and development situation, operation mechanisms and role settings and so forth.
