Research on Flexible Division and Exit Mechanism of Poor Counties in China from the Perspective of Fuzzy Sets

Aiming at the drawbacks of the "one size fits all" approach to the rigid exit mechanism of the traditional poverty-stricken counties, a flexible exit mechanism is proposed, which uses the fuzzy mathematics theory to refine the rigid standard into four parts. The government takes different policies and measures, to treat those poor counties differently, so that the poor counties can exit initiatively rather than passively, thus to improve the efficiency of poverty alleviation.
