建设用地指标交易监管机制的完善

The Perfection of the Supervision Mechanism of the Index Transaction of Construction Land

  • 摘要: 建设用地指标交易监管机制能够有效解决建设用地指标市场"失灵"与政府权力滥用的问题。目前,建设用地指标交易监管机制存在着价格监管僵化、政府职权滥用及自律监管缺失等问题。应通过指导价格而非垄断价格来调控建设用地指标交易价格,将政府职权严格限制在建设用地指标交易最低保护价格、交易量监管,引入自律监管模式,实现建设用地指标交易监管机制的完善。

     

    Abstract: The construction land index transaction supervision mechanism can effectively solve the problem of "malfunction" and abuse of government power in the index market of construction land. At present, there are some problems such as the rigidity of price supervision, the abuse of government authority and the lack of self-discipline supervision mechanism existing in this system. Measures should be taken to regulate the price of construction land index by directing prices rather than monopoly prices, strictly limit the government's authority to the lowest price of the construction land index, trading volume supervision. Self-regulation model should be introduced to achieve construction land index transaction supervision mechanism.
