Abstract: It is necessary to correctly understand and deal with the three relationships:rule of law and legal system, ruling by law and ruling by man, rule of law and rule of virtue to implement the overall rule of law. Under the guide of the Party, we adhere to the socialist ruling theory with Chinese characteristics, step the road of socialist ruling system with Chinese characteristics and promote the modernization of national governance system and capability.
