Abstract:
It is very important to evaluate the quality and level of scientific research work in universities correctly. There are limitations in evaluating through the existing SCI journal paper impact factor indicators. Statistically valid positive citations in the body of a paper can better reflect the quality of the cited literature; the ranking of citation indexes should be carried out within the scope of small disciplines, and journals in different fields should not be ranked according to the level of impact factors; small peer defendable review can better reveal the quality and level of the paper.
