Abstract: Participating in the Yangtze River Delta integration construction with high quality has become a fundamental way to promote the high-quality development of northern Anhui. The study finds that there is a big gap between northern Anhui and central and southern Anhui through the construction of an evaluation index system of integration level in five aspects: space, economy, market, public service and ecology, which measures the level of integration into the Yangtze River Delta (YRD). Analyzing from the perspective of integration costs, it is found that the costs of integration into the YRD in terms of circulation costs, economic development costs, factor costs and public service costs are higher in northern Anhui than in central and southern Anhui. In order to promote high-quality development with high-quality integration construction in northern Anhui, it is necessary to form a low-cost open development model in the whole region, i.e., to implement the urban renewal campaign to reduce the cost of transportation and logistics in the whole region, to promote the integration of northern Anhui itself with the support of the construction of a unified big market, to build a modern industrial system to realize the synergistic development of the industry with Shanghai, Suzhou and Zhejiang, and to do a good job in the “investment promotion and talent recruitment” key work.
