Abstract: Cultivation of public management professionals is an important element of intellectual guarantee to promote the modernization of the national governance system and governance capacity, however, there is a structural contradiction between supply and demand in the cultivation of public management professionals in China. The practical experience of public management professional talent cultivation of German universities, such as the participation of multiple subjects in running schools, open and interactive talent cultivation, diversified goals and teaching that emphasizes practice, provides experience inspiration for improving China’s public management professional talent cultivation mode.
