Abstract: The combination of medical care and elderly care is an important starting point for the implementation and realization of China’s healthy aging strategy, and it also meets the elderly group’s urgent demand for “medical” and “nursing” services, but there are pain points, blocking points and difficulties in the development of medical care and elderly care combined services. The pain points in the development of medical care combined with elderly care service are “medical” and “nursing” separated , “medical” without “nursing”, and “nursing” lack of “medical”. The blocking points are as follows: the boundary between “medical care” and “nursing care” in the combination of medical care and nursing care is difficult to be dredged, the establishment of key system is blocked, and the way of the transformation from traditional concept of nursing care to modern concept of nursing care is full of thorns. The difficulty lies in the difficulty in accurate identification of the source of the existing problems in the combination of medical care and nursing care, the difficulty in effective policy operation and the difficulty in capital flow. The settlement is to eliminate the pain point, get through the blocking point and solve the difficulty.
