全球产业链视角下中国高技术产业安全评价

Safety Evaluation of China’s High Technology Industry Based on Global Industrial Chain

  • 摘要: 从全球产业链视角,以创新链、价值链、供应链、空间链四条“内含链”构建对中国高技术产业安全的综合评价指标体系,用AHP-熵权法对2010—2020年中国高技术产业安全进行评价。结果显示,2012年后中国高技术产业在安全性上整体表现为上升,但其中的空间链得分有所下降。高技术产业中,航空航天器及设备制造业的创新链和价值链得分不高,但空间链得分较好;而电子及通讯设备制造业依赖于少数国家或地区,在空间链上的得分有所下滑,应引起警惕。建议:继续加强对高技术产业研发的政策支持;推进双循环新发展格局,完善国内供应链;鼓励企业在进出口地域方面实行多元化战略,化解进出口过度集中的风险。

     

    Abstract: Based on global industrial chain, a safety evaluation index system for China’s high-tech industry is constructed from four embedded chains which are supply chain, spatial chain, value chain, and innovation chain. The safety of China’s high-tech industry from 2010 to 2020 is evaluated using AHP-entropy weight method. The results show that after 2012, the overall security of China’s high-tech industry has been improved, but in terms of the spatial chain score has decreased. In high-tech industries, the aerospace and equipment manufacturing industry has low scores in innovation and value chains, but good scores in spatial chains. We should be on guard against the declined scores in the space chain, of which the electronic and communication equipment manufacturing industry is dependent on a few countries or regions. In view of the problems existing in China’s high-tech industry in the global industrial chain, we should further strengthen policy support, promote dual circulation, better domestic supply chain, encourage diversification strategy in import and export regions and defuse the risks of excessive centralization of the import and export.
