Abstract: Local university publishing houses are an important publishing force in the group of university publishing houses in China, but they have obvious disadvantages in the construction and publication of university textbooks. Local university publishing houses in the new era face practical challenges in the publication of university textbooks, such as content quality, integration and innovation, talent pool, and marketing efficiency etc. Local university publishers should enhance the quality of textbook publishing in universities by strengthening top-level design and making comprehensive planning, stabilize the textbook publishing team and strengthen the professionalization of textbook publishing, strengthen R&D capabilities and tap into author resources, developing new forms of textbooks and constructing integrated publishing of courses, strengthen course training and provide value-added services.
