“双一流”高校科研机构的管理制度量化评价基于制度文本的分析

Quantitative Evaluation on the Management System of Research Institutions at Double First-Class Universities: An Analysis Based on Institutional Texts

  • 摘要: “双一流”高校科研机构的管理制度是高校科技创新机制改革的突破口。开展制度评价研究,审视优势与不足、提出改进方向,对于高校增强有组织科研效能具有重要的现实意义。结合文本挖掘和PMC指数模型的内在逻辑,构建“双一流”高校科研机构的管理制度评价框架,运用文本一致性指数和可视化工具对选取的12份代表性制度文本进行量化评价,发现在制度受体、制度设计、制度公开、机构行为目标和机构行为对象等方面存在有待进一步完善之处,由此从分类管理、持续改进、多元协商等方面提出制度优化建议。

     

    Abstract: The management system governing research institutions at Double First-Class Universities serves as a breakthrough in the institutional reform of universities' scientific and technological innovation. Institutional evaluation research, which identifies institutional strengths and deficiencies and proposes improvement pathways, bears practical significance for universities to boost the efficiency of organized research. Integrating the inherent logic of text mining and the PMC Index Model, this study constructs an evaluation framework for the management system of research institutions at Double First-Class Universities. By adopting the policy consistency index alongside visualization tools, a quantitative evaluation is conducted on 12 selected representative institutional documents. The results reveal prominent deficiencies awaiting improvement covering five dimensions: institutional applicable subjects, institutional design, institutional publicity, institutional objectives of institutional operation, and institutional partners of research activities. Accordingly, targeted suggestions for institutional optimization are put forward from the perspectives of classified administration, continuous institutional revision, and multi-stakeholder negotiation.
