Abstract:
The internationalization at home of higher education extends and expands the traditional form of cross-border internationalized schooling, representing an innovative path for universities to conduct intercultural education and attracting widespread attention from academia and educational authorities. With the multiple streams theory, the practical obstacles for this issue to enter the policy agenda can be analyzed from three stream dimensions: problem stream, political stream and policy stream. The study reveals that insufficient catalytic effect of critical events, weak support from the political stream, and limited empowering effect of the policy community constitute the core crux hindering the formation of the policy window for internationalization at home. To advance the development of internationalization at home, facilitate the emergence of the policy window, and improve the policy framework for higher education internationalization, efforts can be made in three respects: Core development issues of the field are pinpointed by grounding on the problem stream; top-level strategic support is consolidated by integrating the political stream; a complete supporting policy system is established by incorporating the policy stream.
