Abstract: With the development of reform and opening up and the improvement of people's material standard of living, people have higher requirements for intellectual and cultural demands. As the representative of the happiest city, Bozhou is still facing problems such as defective cultural service system for grass-roots, lacking various carriers for cultural activities in vigorously enhancing people-benefiting cultural services. Constructing a happy city requires people to increase its financial investments and always improve the public satisfaction; promote education and group construction to strengthen cultural vitality of people-benefiting and bring the role of the mass into full play.
