Abstract:
The petitioning from colleges and universities is the epitome of social conflicts in the fields of higher education which is characteristics of all the positive and negative functions in those conflicts. In the combination of the features of its anonymity, multiformity, concentricity and periodicity, colleges and universities are supposed to establish the systems of appeal, assessment, interview and supervision and make full play of the postive function in decompression, alert, adjustment and integration in order to safeguard the legitimate rights and interests of all students, staffs and faculties, guarantee the the harmony and stability on campus, and promote the healthy and orderly development of higher education.
