合肥市科技人才政策文本分析

Text Analysis of the Science and Technology Personnel Policy of Hefei

  • 摘要: 以合肥市现有的30份科技人才政策文本为研究样本,从出台政策的频度、政策发布单位、政策文本形式以及政策类型四个维度对政策文本进行比较分析。现行合肥市科技人才政策涵盖了科技人才的引进、培养、激励以及综合服务的全过程,基本形成了合肥市科技人才政策的主体框架。合肥市科技人才政策仍需在政策发文的连续性、政府跨部门间的协作、发文的内容和形式等方面加以完善。

     

    Abstract: Taking 30 existing texts of the science and technology personnel policy of Hefei as research samples, this paper makes a comparative analysis of the policy texts from the following four dimensions:frequency of policy promulgation, policy issuing unit, text form of policy and text type. The current science and technology personnel policy of Hefei covers the whole process of the introduction, cultivation, encouragement and comprehensive service of science and technology personnel, which basically forms its main framework. However, the science and technology personnel policy of Hefei still needs to be improved in terms of continuity of policy dispatch, cooperation between different government departments, content and form of dispatch, etc.
