Abstract: The novel coronavirus pneumonia epidemic is a test to the national governance system and governance capacity. From the perspective of epidemic response, it is necessary to examine the role of local people's congress and explore the countermeasures to improve human power. It is not only a necessary work to enhance local governance capacity, but also a long-term plan to prevent it. Based on the local legal resources, it is necessary to highlight the characteristics and operability of local legislative power, further improve the operation mechanism of legal supervision mode, enhance the accuracy and effectiveness of the exercise of supervision power, change the passive situation in the exercise of decision-making power of major matters, make decisions on local major matters, and strengthen the linkage between personnel appointment and removal power and other functions and powers as well asstrengthen daily supervision.
