三角协调理论在大学治理体系现代化中的价值及其实现路径

The Value of Triangular Coordination Theory in the Modernization of University Governance System and Its Realization Path

  • 摘要: 政府、大学、市场(社会)三个基本要素之间的相互作用组成了大学治理体系的运行机制,实现大学治理体系的现代化就要做到三者协调发展、外控与自主相结合,以此保证大学功能的持续发挥。通过“放、管、服”改革转变政府职能、深化教育行政管理体制改革。就大学内部的关系协调来看,要坚持“党委领导、校长负责、教授治学、民主管理”。就大学和市场(社会)的关系来看,要促进更多的市场(社会)因素参与到大学治理过程中。

     

    Abstract: The interaction between government, university and market (society) constitutes the operation mechanism of university governance system. To realize the modernization of university governance system, it is necessary to achieve the coordinated development of the three elements, the combination of external control and autonomy, so as to ensure sustainable development of university functions. The government functions have been changed and the reform of educational administration system has been deepened through the reform of "releasing, managing and serving". In terms of the internal relationship coordination of universities, it is necessary to adhere to the concept of "Party committee leading, principle taking responsibility, professors governing academic studies, democratic management". In terms of the relationship between university and market (society), it is necessary to promote more market (society) factors to participate in the process of university governance.
