Abstract: Blockchain is a technical category due to data structure. At the same time, it also represents a new social paradigm. In the field of social activities, it frames the categories of social ideology such as behavior, norms and values, which brings the construction of a new relationship between technology and culture, and then forms the expression from subjectivity to intersubjectivity. The paradigm shift from "subject object" dichotomy to intersubjectivity of blockchain has completed the integration isomorphism of human and media and the paradigm isomorphism of social governance. Social governance supported by blockchain technology shows the characteristics of persuasion and recognition in blockchain culture, human initiative and technology motivation, generation and adjustment of cross-cultural order.
