Abstract: The shared use of health and medical big data has the characteristics of strong supervision, diverse application scenarios, and the use of non-profit public rights. In the shared use of health and medical big data, the traditional authorization mechanism should be changed, that is, from traditional data subject authorization to data controller authorization, from single authorization to multiple authorization, and from single-scenario use-purpose authorization to multi-scenario use-purpose authorization. In order to better promote the development of health and medical big data, and build a sharing, cooperation and win-win mechanism for private rights protection and public welfare promotion, an authorization model for data use in the sharing of health and medical big data should be established. Auxiliary, the general authorization is the main, the special authorization is the supplement, the implied authorization is the main, and the express authorization is the supplementary health care big data sharing authorization model, so as to promote the sharing and use of health care big data, protect the data subject to the maximum extent rights and interests.
