Abstract: This paper analyzes the main problems faced by the construction of red literature resources in China in terms of social cognition, quantity accumulation, theoretical research, and reading promotion, and probes into the unique advantages of carrying out the construction of red literature resources and reading promotion in small and medium-sized cities. From the perspectives of organizational development, development and research, collection and integration, and reading promotion, this paper puts forward how to effectively play the role of public libraries in small and medium-sized cities, especially the radiation effect of 'culture forum’ and the fortress role of 'cultural forum’ in colleges and universities in the alliance, and explores the establishment of an innovative model for the construction and promotion of red literature resources in schools and places.
