Abstract: Based on the development characteristics of Huaihe Economic Zone and the basic connotation of digital economy, 15 indicators in four dimensions of digital information foundation, information and communication industry development, digital application, and innovation capability are selected to construct an indicator evaluation system of digital economy development in Huaihe Economic Zone, with the panel data of Huaihe province from 2012-2018 as samples to study the regional balance of digital economy development in the Huaihe economic zone. The research results reveal that the overall digital economy development in the Huaihe Economic Belt displays an upward trend, but there are obvious gaps between regions, presenting regional development imbalance; the coupling coordination degree also indicates an upward trend, but the overall digital economy in the Huaihe Economic Zone is dysfunctional, and significantly different among provinces.
