Abstract: In recent years stampede incidents frequently happened in China, which indicates that there exist many issues of public security system in China and more attention should be paid to its construction and improvement. Hence it is necessary to raise up the public security consciousness of the public and their abilities to public security incidents through good education at the security, strengthen the legal construction of the security for the legal guarantee, and promote the public management for the avoidance of the security incidents.
