摘要: 马鞍山市大病补充医疗保险制度的实施，实现了医疗保障的“多层次”，减轻了参保人员的医疗负担。但该制度运行中存在着大病筹资渠道单一、大病保险严重超支等问题，已严重影响这一制度持续健康发展。必须加大财政保障力度，科学合理调整政策，积极引入商业保险，加强政策源头管控，以确保该项制度能继续平稳实施。

Abstract: The implementation of supplementary medical insurance for serious illness in Ma'anshan realized the "multiple level" of medical insurance and eased the medical burden of the personnel involved. However, during its operation, problems such as the access to raising money is single, insurance for serious illness leads to excessive expenditure and the like have severe impact on the healthy development of the policy. Hence, it is a must to strengthen financial security, adjust the policy in a scientific and reasonable way, import business insurance actively and enhance the management and supervision of policy source so as to ensure the sustainable implementation of the policy.
